This is true as far as the definition of job1 vs job2 is concerned but I think the "release date" is a better gauge than build date because I've seen lots of examples of job1 trucks that were built but incomplete and sat in a Ford plant parking lot while they waited on the chip supply issue. Some Job1 trucks that were affected by this actually got some job2 APIMs, TCUs, GWMs so it's not as clear-cut as job1 vs job2 trucks.
I hesitate to say I'm "knowledgable", but I'm certainly more "experienced" with these updates than I'd like to be. A big factor here is the manufacture date of your truck. You can determine this by looking at the last 6 digits of the number on your original window sticker (below the MSRP): The last 6 digits indicate your vehicle's build date (MM DD YY)

If you have a "Job2" truck, you are MUCH less likely to require any physical module repair/replacement. In this case, you being "stuck" is likely due to some installation error, software bug, or an unsatisfied dependency (such as another module that needs to be updated before your Sync/APIM will update). Your dealer should still be able to diagnose and correct, but you're much more likely to avoid an extended service or physical module replacement on top of the programming.
If your truck is a "Job1", that's a different story altogether. Job1 owners have had APIM/TCU/GWM and other components replaced in attempts to remedy the Sync update issues, with varying levels of success. I personally have had my Job1's TCU/GWM replaced and the APIM flashed to factory defaults. I did receive 1.7.1 OTA last week (the first update I've had since purchasing the truck in Feb 2021); it provided a few new features, but failed to correct any of my original Sync issues. I actually dropped of my truck this morning for service visit #7... I'm hoping (and dare I say - optimistic) that they'll be able to manually install all available module updates now that I finally have the first indication that the truck is at least capable of updating.
Regardless of your build date, I would suggest requesting that your dealer install any and every update available directly via FDRS. I'd also request that they provide you with a report of what specific updates where eligible for your truck and which of those they installed. Asking for this should suggest to them that you're at least aware of the fact that seeing "You're up to date!" on your Sync screen doesn't mean squat and may motivate them to actually take the time to install everything that's available (as opposed to just what they know you'll see in your Sync settings!
APIM = Accessory Program Interface Module (this primarily allows your sync system to interact with other modules and softwares)
TCU = Telematic Control Unit (Essentially your truck's interface for connecting to external networks. Think of it as your vehicle's "modem")
GWM = Gateway Module (I believe this allows communication/interaction between different module systems in the vehicle)
OTA = Over-The-Air (Wireless delivery of software by or to the above components)
FDRS = Ford Diagnostic & Repair System (a direct GUI for displaying and manipulating your vehicle's software configurations. Your dealer can use an adapter and this program to determine the status of any components and if software updates are available for any of them)
**I am not a mechanic or auto tech by any stretch of the imagination, so if anyone contests or disputes my descriptions, THEY'RE probably correct!
Thank you Vulnox and Sonofzell, I'm going to print your answers and attach them to the TSB 21-2150 and put them on my steering wheel when I drop my truck off. I'll do whatever it takes to get this taken care of. My truck is Job 1 for sure, built in the dreaded April of last year. Vulnox I'm encouraged by your reply, I feel like I have a 50/50 chance of getting my truck working and Blue Cruise on it too. Someone said that whenever there's a 50/50 chance of getting it right there's a 90% probability of getting it wrong. We'll see...Cheers

Ah... I did not realize this, but it makes sense considering how long some of those '21s were stranded waiting for chips!

In this case, build date (and eligibility) matter. That's also why taking a bunch of printed TSBs in is largely useless. Believe me, as soon as they hook you up, they know what recalls, TSBs, CSPs and other issues are associated with your truck.

I don't doubt this is true. My case may be somewhat unique for two reasons:
I'm requesting updates as a means to [hopefully] correct specific issues with my Sync system, so my request is more a "means to an end" than simply asking for updates because I didn't get them or to get additional features.
I've had some very rough interactions with this particular service department and have, on multiple occasions, called them out on some blatant dishonesty and misinformation they've fed me throughout this process.
These considerations likely afforded me the ability to be a bit more "heavy-handed" with my request than I could have been otherwise. It should also be noted that, while they explicitly agreed to my request, that's by no means any guarantee that they'll actually DO it! I pretty much told them this morning that I don't want the truck back until the Sync issues are corrected (by means of updates or otherwise)... I guess I'll just need to wait to see what they come back with and go from there.

That is the Sync version I am now at after they updated it about a week or so ago. Since then they have been unable to get the IPC to update and have since ordered a new IPC module, which is on backorder... Hopefully yours will have been luck updating, as mine has been a regular folly for about the last 2 months or so with in in/out of the shop trying to update. Good luck!!!
My truck is a job 1 that has been in update purgatory since last year. I had the CSP show up on my Ford pass and took it in to the dealer for them to perform the TSB 21-2250 and they swear they did, even though it only took 3.5 hours.
The problem is they now deemed to fixed and working fine. Still no sync version under the about screen, can't turn on automatic updates etc. But the CSP and TSB are marked completed and they won't relook at it and tell me up just wait. About to just drop the dough and order the mongoose, USB to Ethernet, and get the FDRS license. It's ridiculous. Truck hasn't updated since last July.
Anyone want to check on what mine looks like in the system? It would be greatly appreciated. 1FTFW1EDXMFB13466
