So I did the General -> Send feedback -> updates -> wireless updates not working twice every day for a week or so, and low and behold the updates showed up yesterday afternoon.
I think I'm all caught up since full screen android auto is in this update.

Pure coincidence, IMO, but I'm glad you got the update. You are not up to date and if history proves to be correct, you will get another OTA 3.5.4 in a day or two.

I don't know much about the Rangers and their software version, but I can tell you that I do not see any updates in your recent history and no updates in your queue at this time. Your truck is communicating fine with Ford's servers. I don't know if you are missing any OTA updates, but I can check which modules your truck has pending updates later as I do not have FDRS at work. Remind me in about 9 hours when I am home from work and I can check, but without the right tools and an FDRS license, you will not be able to install the updates anyway.

Took it to the dealer this week and they did updates and now it’ll connect, but BlueCruise says “coming soon” under connected services. Am I missing an update? Why can’t I activate it?

I see they spent hours and hours updating modules on your truck between Tuesday and Wednesday. However, they got stuck on a TCU update yesterday that they attempted several times and it failed every time because it data was missing from Ford's servers. It does not look like it was their fault. The tech working on your truck seems to be very confident from what I can see and how he troubleshooted other updates that failed. You have an OTA in your queue right now, but it will most likely fail since they probably already installed that update manually and the server still thinks your truck is on older software. It seems like they did enough to activate Bluecruise, though.
Go to the "about sync" screen in your touchscreen. The very last thing on there refers to a BC expiration date. See attached pic. What does yours say there?
