The problem is on Ford's side. Their OTA process is equivalent to hot garbage. There is no good reason as to why it hasn't downloaded everything yet. The problem is more likely internal within your truck. Your GWM needs to "sign" and approve all files it downloads before it proceeds to the next one. If it sees something it does not like, it will just hang there until it expires. There is nothing you can do to help the process. It could be on Ford's server side, too. You don't get a clue as to why an update fails until after it fails, and even then, the error code is usually something that the normal person like you and I can't make any sense out of.
nickokc. I had the same issue with 3.5.3. It failed the first attempt. Here's what I did and I don't know if this is why it worked on the second attempt but it did:

That really stinks. A big reason I got a '21 was for the tech. Really wish they made an easier process to update the software. I get the need for A/B testing and rolling out the new update in waves, but if the update keeps failing then whats the point. Appreciate you looking into everyone's VINs

Drive truck 15-20 minutes
Schedule the update for 15 minutes out
turn off lights
engage parking brake

Yeah, there are no tricks or parking brake sets or anything. That's all just correlation not causation. You get updates when your VIN comes up on the batch of updates Ford sends out. In time they will get better about it and it will almost certainly behave more like a cell phone, but for now it's best not to stress about it and just wait. I have had my F-150 since May 2021 so I have received over a dozen OTA updates, and they have always come the same way. Nothing for weeks and maybe months, then one day I get one, and as long as it's applied that day I usually get a chain of them, one per day. Happened that way with the group of BlueCruise updates, happened just recently with the full screen/Alexa updates, etc. My wife has a Mach-e and hers have been the same. She got updates in December, and then nothing until a week ago, and she got there updates in a row, one per day. Nothing was done different for either of us, it's just a matter of when your "number" is up.
of course this helps it’s not a coincidence that this works if you do it. FORD suppprt relayed these steps and I relayed them here. It’s worked for me 3 for 3 times.

I'm trying this tonight also. On a happy note, with the charger set to 10A, the app is reporting a steady 14V so I'll leave this on the truck and not drive it until my window is up. Also when I engaged the parking brake and heard it lock in and moved away from the truck it engaged again. Hmmm maybe with full voltage and the above settings, it decided to ping the Mother Ship to get the update...who knows...
