What he would have done was roll it back to the previous version. If this update was designed to roll it back, then yes, it would fail because it would be trying to install software you already have. However, if the update was designed to give you new software that is not messed up, then it failed due to something else.
Update on the release of BC 1.3 on the Mach E's:
It's an absolute and total **** show. Bricked cars left and right. Update going through, but the new features don't work. Updates failing to install. it is a hot mess. I would not expect BC 1.3 to make it's way here any time soon.

My truck's APIM "dropped" of the system about 1 month before I bought it (24 XL). They tried resetting/reloading software and just could not see the truck nor could I connect up via the app. The FORD tech and FORDpass rep were on the phone for an hour. When my dealer finally said they cannot fix it nor order a new module without a case number, so I had to call and get a trouble case opened so the dealer was allowed to order a new APIM module. I called and after 15 minutes, I was able to get them to open a case so my part could be ordered.. That was 4 weeks ago. I am not even sure I want them to fix it. Everything works well. I do not use ANY of the drivers assist crap, I don't care for that or if it's SW gets updated, so seems like I might just lay low with my "no comms truck" and see how this materializes over the next couple of months.

If you read down in the bulletin is states "new APIM may not fix the issue and FORD is working on a fix expected to be released in Q4 of 2024 (~Oct).
Using a mainline version of software and then branching off of it for the individual models may seem cost effective BUT IT NEVER IS. You fix a problem here and break something over there. and of course we (buyers) end up being free beta testers-----

If you read down in the bulletin is states "new APIM may not fix the issue and FORD is working on a fix expected to be released in Q4 of 2024 (~Oct).
Using a mainline version of software and then branching off of it for the individual models may seem cost effective BUT IT NEVER IS. You fix a problem here and break something over there. and of course we (buyers) end up being free beta testers-----

100%, that's where I'm at. Of course I'd love the new BC features but not at the expense of an inoperable vehicle. BC 1.0 is fine until something just as stable is ready. HOWEVER Ford is not going to get a subscription fee out of me for something that has yet to evolve. "Happy" to wait.
I'm way off the latest Sync and have a boatload of updates to come as well to the APIM, GWM and TCU. Just to satisfy my own sense of doing everything possible, I moved a wifi satellite to a window that looks out over where the truck is parked 40 yards away. Signal is better so if it wants to take an update, off wifi rather than cell it can. Truck is getting much more usage these days, except for last week when I was away.

When you say the APIM "dropped off the system", what do you mean by that?
What I mean by "dropped off the system", when I couldn't connect the truck to FORD Pass(FP) app at the dealer, we called FORD Pass and firs they thought the truck was still in Transport mode. But the FP rep was digging around and she goes Oh, I see, the last time we saw the truck was May 13th (a month earlier), so they thought the modem needed to be reset. Did that, no change. Then reloaded all software module by module, no change. They finally deduced the APIM must be bad, but the reason that SSM was noted is, it states (I am sure you are aware) that no APIM should be replaced until after this solution they are working on is rolled out in Q4. I assume they believe that the APIM's are good and it is all software but FORD Pass said they should still be able to see/ping the truck and right now, they can't.
So APIM ordered and I wait, but like I said, no big whoop to me, Android auto works fine.
