Rec on a cutter? I have one similar to this, which is the best cutter I've ever use, but nowhere near big enough for rad hoses.

If you use a mix of dawn and water as a lubricant with a sharp razor, it'll cut very nice and clean. For smaller hoses (5/8 and smaller) I just use my Milwaukee tin snips. Best cuts ever!

Gates does make a cutter for them.... maybe you could locate one at a NAPA? https://amzn.to/3P246HF

Personally I'd use a PVC, - quick cutter , not the ratchet type. They cut square if more than a inch is coming off.

But Iduno if they are large enough for that one. Think they only go to 1 3/4".

BTW, as far as I can tell, Goodyear hoses aren't even a thing anymore.

I have the cutter like that from Ridgid. Same thing except the Ridgid or plumbing types have more of a radius. Because they cut the harder PVC as well....more holding power, - straighter/even cuts. Only problem, not sure if the plumbling type is large enough for that hose.

White posted the type you would need. Has more of a stretched out radius, designed specifically for what you're cutting.

No , something happened. Can't remember at the moment. Acquired by Continental maybe ? That doesn't sound right, I'd have to look it up. But yea, something happened there.
