No, it won't be DOT approved (scoff law, I know), but these are projectors, and the pattern HID vs. halogen is darn near identical. (The shadow just below 3 o'clock is the wire that runs along the bulb. Not happy about that, and contacting the manufacturer.) There should be no problem with scatter or blinding oncoming traffic.
The Cherokee was also available with HID from the factory (though the housings are different). These should duplicate that in most every way.
EDIT: Of course, the projector retrofits in the L housings aren't exactly "legal," either.

UHP is lenient on a lot of things like tires (as long as you have sufficient mud flappery), lifts, and tint. Lighting is a rough one though. If they get blinded, you're getting lit up.
I wish Colorado had a stand against it. There are way too many idiots running around with LED conversion kits in Jeeps with Rigid cubes for "fogs," and others (cars, trucks, bikes) with HID's in reflector housings. Of course, come of the new factory LED headlights, like Audi's and the new F150's, are too d@mn bright, too. ..
