That's very old software from 2021. I would look into FDRS as far behind as you are. The OTA process will never get you caught up.

Not correct. There is an issue where Ford is blocking certain vehicles from being updated past a certain point, but not to where it cannot be updated at all. See attached SSM for details. Unfortunately, due to some recent changes within Ford's cybersecurity measures, I can no longer check for pending updates on vehicles, but unless there is some mismatching data between your truck and the server where you have an actualy problem, you will be able to update the Sync modules up to at least Sync 22293 which would give you full screen phone capability on the touchscreen.

yes as the truck is rebuilt, different body and frame and internals

Hmmm. Not sure if you can change the VIN in the APIM with FORScan. I think the APIM would need to be properly programmed to the truck with IDS or FDRS. I'm not sure, tbh.

My 21 is at 23130. Does this mean there is no way to update easily?

23130 is not terribly old. You may or may not be able to update further with FDRS. Soneone with access would need to check to what modules show pending updates on your truck. If you do not show a pending update for the APIM, GWM, TCU or IPC, then your Sync is as updated as it can be for now. You'd have to wait for Ford to release more updates for your VIN.

I had no updates for some time, then they all came through almost tripping over themselves to download to my truck. So for now, I am pretty up to date.

The updates will come. Don't think you'll see many changes in the UI. So just sit back, drive and if you occasionally get a moment when the radio cuts out, you know it's working with the motherland for updates

Had a update for the TCU. Performed that and then saw one for the GWM. Guess I am as far as I can go for now.
