Try disconnecting the battery and let it sit overnight then, I've run into this issue before working at the dealership ( I'm the so called "SYNC, BlueCruise and Electrical Master" by all my coworkers)

Hopefully that'll work. Being a powerboost, it has 2 other batteries for juice. Find out tomorrow.

If letting it sit for an extended period with the battery disconnected doesn't work, hook up a battery charger and let it charge for an extended time (~1 hr or more) and see if that works. Could be a low battery level (perceived or actual) preventing it from updating correctly.

Is there NO Way to do manual updates anymore? Mine is at 4.0.22082 and is not getting any updates.

If you have access to FDRS and a compatible OBDII dongle , you can do as many updates as you please, otherwise you left to the mercy of the OTA gods.

I do have a recommended Forscan OBDII, can you advise is it can be done in Forscan?

FDRS and Forscan are not the same thing. FDRS(Ford Diagnostics and Repair System) is Ford's Proprietary scantool PC software (that is available to the public for a free download (it DOES require a software license to be purchased to use the software however)
