I'd fix it, too, if it can be done easily, especially if you're going to be driving it in rough conditions.
As for undercoating, Cosmolene has always been a "go-to" solution, but I'm not too sure how it does on already-rusted surfaces. If you're willing to do a ton of prep work and do it right... POR-15 is put on a pedestal by many restorers. However everyone notes if you don't do the prep work to a T then it won't last as long.
Other than that I'd spray everything with a rust converter and hit it with cheap spray paint. I say cheap because it's just an off-road rig for ya and if anything gets scratched go buy another can and touch it up.

POR 15 is great (and the best) if you can blast and prep every square mm. If not, the 2100 is right. It won't last. This might be a better option for your purpose - https://nhoilundercoating.com/faq-undercoating/ It looks like they sell DIY kits
Eric does rust proofing to his truck annually. He had it done by a place called Krown, but in this video he uses the Fluid Film kit. From what I have heard, this stuff works great. Not a bad price, even if you hafta do it every winter.
