Remember the higher up the Kelvin scale you get, the lower the output gets too.
So 4300K being the brightest puts out ~3200 lumens per pair. By comparison the 12K will only put out ~1900 lumen.
Still brighter than stock, and have a higher risk of getting attention from cops.

In my area I don't see anyone getting in any trouble for (pretty much) any color either. Though some users here have inspections, and flash points. With regular bulbs your hi and low beams won't change much, and would result in failure.
If you're from a state without inspection of any kind, knock yourself out, low risk. Just make sure to know what you're buying, like I said you get what you pay for.

same here in Louisiana, there are people with purple an blue an white an yellow and I have never seen anyone get pulled over. I have a few friends with blue an purple an they havnt had any problems. mine are white

I'm using Morimoto D2S bulbs with 5000K color, 35 watt.
But, if you're NOT using projectors you can use whatever you want.
Again, its hard to judge cheap kits because I've seen $50 kits work for several years, but I've also seen $100 kits with fried ballasts and miscolored bulbs out of the box.
Right back to my initial statement. You get what you pay for, quality trumps cost. If you get Philips bulbs and OE ballasts; you'll probably have 6+ years of trouble free performance. That reliability and quality certainly come at a steep price.
