APIM Module replacement?
Sounds like the dealership has computer or proper internet setup issues causing them not to be able to program the APIM. I have seen that happen before. Dealership issue, not ford.
I had my APIM replaced 6 months ago under warranty and the dealership had the same problem. They just could not figure it out (really). Their "Master Sync Tech" came back from vacation and he flashed the PCM's firmware and then was able to get the APIM working correctly. I am not sure that will help you, but anything is worth a shot!

Well that didn’t work. They have the new APIM in. It loads but only the Nav and cameras work. No climate and no radio. They are trying to get a ford engineer to come out.
FYI.
I have a 2019 Platinum that began having these issues a week ago. The dealer showed me how to do a master reset last Monday, but I continued to have issues every day until I got it back into service on Friday. They said they did a reset on the APIM. I haven’t had any issues since I picked it up Friday, but we’ll see...
Also, I took video of it acting up at several different times and showed the service manager. So at least I have it documented. Seems to me that’s better than the common advise I hear to “take it by the dealer when it’s acting up”. That can be hard to do when it’s a random issue.

I did the same as you, took video of screen, in addition to the APIM issue all my climate controls would not work and the lights were flashing like a Christmas tree. Tried Master Reset numerous times with no results. Would either show a frozen screen or the backup camera would stay on. Waiting to see if the Ford Engineer can solve the puzzle before I see what my next option will be............
Mine would also get stuck on the backup camera all the time, but I never had the flashing climate control buttons. All my problems centered around the screen.
So I recently bought a used 2016 F150, it started having this issue about 2 weeks in(when I really started using the SYNC system) I tried all the different things and eventually went and talked to the Service Manager where I bought it from, and He had me do the upgrade from 18xxx to some 190xx and call him back if it was still having issues, I have a new APIM on order. Thankfully I got the extended (add-on) warranty when I bought it so I'm going to only have to pay the deductible.
Has anyone documented completely reformatting/installing the whole SYNC/APIM module to see if that fixes it?..... I'm a computer guy so I've been trying to figure it out but it looks like it's pretty advanced since Ford doesn't expect you to "Actually Fix" it.
