This is interesting... I'm betting this happens. Weird that the Millers sold off the NBA team (Jazz) to just get into MLB.

A lot of used PA vehicles used to (still do?) get dumped into surrounding states for rust reasons. Seems like a dumb reason to fail an inspection, but it keeps rustbuckets off the roads there.

There is big money making in dumping cars from PA, NY, NJ and OH in Virginia even though we have a very high standard on rust in our state inspection. There can be no perforations (except the factory drains) in the floorboards or bottom of car and pass inspection.
They aren't even badly fixing the cars, the dealer buying from the auctions in Fredericksburg just slap inspection stickers on them and sell them at buy here, pay here lots.

It should be a crime to sell unsafe cars with real documentation. Oh, Wait, It is, It's just another law that is never enforced.
It's why informed people will never buy a car from up north, they only send the rust buckets.

We got plenty of salt here in Utah and we deal with rusted out vehicles regularly
I was a state inspector for years and years
There are rules for repair is all (for us)
Your PA should have repair rules too
I glue and rivet floors in Jaguars and fix old ford floorboards all the time it seems
The rules are it just has to be a "lasting repair" So I usually both glue and rivet the repair panels in
Some of that new panel glue is stronger than weld
And of course, the "lasting repair" is up to the inspector
You should just ask one of them what it is really going to take to repair

we did, its past the point of putting money into it, it has some other issues as well and its time for it to be replaced.
