lso, I'm not sure which model year your 4six is, if it's a 97-2000, the air intake is restricted, too small of an opening at the fender. That adds to the problem. Ford didn't open that up enough (like the 5fours) until 01.
As my '01 is 08/2000 mfr, would it have the opened fender intake? Recalling HP figures, I think HP went up 30.and torque a bit too... Maybe then, and maybe due to that 1 thing...??? Your answer might affect my possible Gotts' [future] Mod.
The pitman arm is reconnected and the shaft nut is back on (after cleaning up the threads that got boogered when I tried to use the puller). I just tightened everything on that to the German spec, figuring it all needs to come apart again and only has to hold for one 25-mile trip.
Idler arm is in, just needs torqued, and the steering damper put back in place.
Dunc has been hanging out with me, but thinks it's time to quit for the evening.
I don't want to heat the garage again tomorrow, so I coaxed him to move to his dog bed, and an going to finish the idler up now.

Yep. The 4six got 5four Power Improved heads in 01. Same heads as the 5fours anyway...modular.
There was two types of intake box opennings Ford used , small and smaller. The gotts mod helped that, -
I looked around for my pic comparing the early 4.6 to 5.4 snorkels. Must be on an old HD. I'll have to get on my file server and poke around.
Today I put the liner in. What a big difference. Also, picked up the newly released shorty impact sockets made by Quinn. HF has a 25% off coupon, so I got them for 30. You have to ask an employee to grab them for you at the moment.
I always liked the green felt..You can WD-40 it a lil ahead of time. A lil w tools in place for things prone to rust. It can shrink, but a hassle if you prewash it prior to cutting to size. Cut to run up the tray sides, initially, removing no overlap in corners. And I like the green. It's cherry, (edit - cherry,) and as old as "mechanics' grey," / platinum-grey, for paint.
