I'm assuming you need to reuse the smaller tube.
If I had enough room, I would remove the clamp, then just carefully hit the larger pipe with the right angle grinder until I got to the inner pipe.
If you need both pipes, I would care fully grind out the weld with a die grinder.
Although after 6 kids, I have a lot of patience to do slow tedious things.

Yes, I need to retain the smaller pipe. The larger piece is actually the muffler... The smaller piece will slide right in the new mufflers, provided I can get it out. I might need to go get some more discs for my die grinder and be really careful. I think I only have the one disc it came with. Thanks Noobs!
That's going to take a little bit of time doing it the way you want to. It can be done with patience....quite a bit of that.
I'd opt for the sawzall personally. Convert it to a quick change set up if I was keeping the vehicle. Perhaps integrate a couple Torco clamps. You can butt joint w/Torcos. It's just another way.

Once those muffler clamps bend/groove the pipes together that way, - like they are. It can be a mother getting those to come apart. You may have to resort to a few relief cuts to get those old mufflers off.
So, last night I was out changing the oil in my daughters Escape. My neighbor stopped by for about 20 minutes. Just making conversation, I asked "how's work?". He tells me "oh, they sent me home yesterday". I asked why, and he said "Covid". But he said he's had 3 negative tests, but his work claims he was positive. So... now I may or may not have been exposed. He had just been out shopping.

Yes... it sounds badazz! I'll fast track a video on this one. I made 173 trips to HF, AZ, and O'Reilly today. Need to take a bunch back.
At one point I decided I was going to just do axle dumps. Spent 4 or 5 hours trying to make it work, and then went back to plan C. I knew the tips weren't going to line up the way they should, and so I explored the axle dump idea... then said to hell with the tips. It's getting a GT bumper without cutouts on it anyway.

I took just a snippet out of the video, but I'll hopefully have the full meal deal up tomorrow. I love the way it sounds... I want to drop the idle though. It revs way easier now. I meant to get my flashlight in the old mufflers to look for a blockage, but I was too excited.
