After writing what I did I had some questions about PATS and pursued some answers. What I found was I have a 99 and all 99's had Version C PATS in the HEC so why was I told I didn't have PATS in the HEC? That's the information I was after. What I found out was my 99 model year was built in early September of 98 and has Type or Version A PATS which is a stand alone module. Type or Version C is in all (most) 99 and later trucks. I also got this for all Fords:
Versions A & B are stand alone modules and were used 96-98 for A and 98 -2002 for B on selected vehicles.
Version C - 99 - Current, PATS located in one of, HEC, ICM, VIC (Still in use for the F150) (V = virtual)
Version D - 97-98, This was just a steering column lock
Version E - 00-07, PATS module is located in the PCM
Version F - 06 - Current, PCM
Version G - 07 - Current, ICM, Instrument Cluster Module
This info for "current" is good through 2014. Just FYI.
The source of this info is Ford so I assume it's accurate.
Edit: Should have added this for anyone else that may come across this. There was a 2 to 3 month period in 98 where Ford started tagging 98's as 99's even though they aren't exactly the same. It explains a lot of things. The first problem I had was I had to change the trucks clock spring and the 99 spring didn't fit and had to use a 98 spring.

Surprise surprise. I just got a shock. My GF is popping on a military hop down to visit me. Our weather is great so she's coming to visit Tonight. Damn. The good thing is that next weekend I don't have to go up there now. Things tend to work out sometimes. Just usually for someone else. LOL
