I don't wear a heavy, or any other kind of coat in a vehicle. That is why I bought a truck with HEAT in it. In the winter, I put my coat in the back when I'm driving and then when I get out, I put it back on.

 

That may work for you but I would be willing to wager 99% of people dont pre heat their trucks and take off their coats before they drive them, I know I dont and a coat is great to keep me warm until the heated seats warm up. Still even without a jacket its still trickier to get to my hip holster with the seatbelt buckled.

 

I guess some people can deal with a little cold before the truck heats up in the effort to have access to their firearm if the need arises.

Also, I bet I can draw my weapon from my hip holster faster than you can from wherever you keep yours.

I do that, remote start rules! I never wear a coat in a vehicle. Too hot and uncomfortable, but I agree with you, accessing it from a seated position with your seat belt on isn't easy. Best options I've seen is the under the steering wheel, front seat cover pocket or maybe on the side of the console. I have heated and cooled leather so seat cover is not an option for me but would be good in a lower trim level truck I think.

 

I don't know what you guys wear for holsters, but my weapon is way above my seatbelt when I drive. It is as easy to draw while seated as it is when I'm standing.

Here is a pic of how I carry and my typical long sleeve flannel shirt over a T-shirt. Yes, I am a retarded open carrier.

 

For the sake of discussion,this is sitting in the truck, no coat with the seatbelt on.




As you can see the seatbelt clearly obstructs the pistol.

It looks to me that you should be able to draw fairly well with that setup. Having your shirt over it will definitely slow you down, but I don't expect everyone to carry the way I do.
