I would definitely go this route first. 14K seems like a very expensive repair for what he's saying is wrong.

Could you post some pics of the damaged area? That would give us a better understanding of what the issue is and what the possible repair might be. Other than that, we'd just be speculating and tossing opinions at you.

I purchased the truck used Ford Certified. It was originally purchased and serviced at the same dealership. No accidents or any repairs to the front end. Service history is recalls and general maintenance.
