Torn Frame
I'm not an expert, but I play one on TV. I worked at a crash test center and proving grounds in the mid 90's and I've only seen metal failures like that after thousands of miles on a rough road and durability track. Someone did something very naughty possibly more than once.
It certainly can be welded...just make sure you take it to someone you can trust. Under a grand for sure!! I have a trusted welder that l take many items to be welded when its beyond my capabilities or l just want to know its definitely done the absolute best it can be done. In this case being the frame of my rather newish truck...this would be my option!

I would bet you never have a problem with it again. With that said l would keep an eye on it for a while just to be sure after its fixed...carry on!
