Found this through Google

The code 1351 in most case is set when the Igniton modual has been replaced with the gray one and it calls for the Black one.
The ICM for this vehicle should be Black in color instead of Grey. Ford parts books are incorrect and show that this vehicle should have a Grey module. The Motorcraft part number for the Black ICM is a DY-679

Just doesn't like it I guess, you can still test all the components.

I know a link was provided earlier but I think this might have a couple more tests the earlier one doesn't, not sure. This link has five pages and the other has three. I used this link to test my system when I had running/starting issues.

I would try getting this black ICM and see if that makes a difference, shouldn't have a problem returning the one you got if its the grey one.

Keep us updated as you do the work. I'm definitely far from the most experienced here but I help where I can with what I do know.

They gave you the wrong one, their mistake not yours. They better take it back, especially if you're exchanging it for the right one.

Or you could just spray paint it black.
