By smog, do you mean emissions? lol if so it wouldnt make a difference, I already would fail that big time

So then in theory I could just cut the tubes in between the TB and the air box and put some pipes in there and that should help a little considering all of those ridges in the stock piping would be gone?

It would help but I don't know if you should do it, you're in Jersey and I've heard how bad their inspections suck.

yea they are really bad, but codsiering that I cut my exhaust off Iam going to redo it so I might throw the old dirty cats on it and that should pass me, hopefully.

Whatever you do , do it in such a way that you can return it to stock before the visual inspected. And RaiderH8r89 should feel weird!............eating a doodle, made to taste like cheese! In fact, I don't think "flavor" is the issue here!
