According to the 99 wiring manual it is part of the clock spring, or as Ford calls it in the manual, "Air bag sliding contact--electrically connects steering wheel controls to body harness." It shows the horn switches and speed control switch assembly together on the circuit. So yes it's all there.

It took about 5 minutes of the game to know how this one was going to go. It think it's the most anemic I've ever seen Navy look. The Vegas spread was BYU -1.5 and the odds were BYU wouldn't cover the spread. Well, they got this one wrong. A lot wrong. lol Last I saw they were covering by 45.
One thing I do really want, is door panel holders. Like the small door slots at the bottom, do they clip on? Made into the door? Can I actually pull off a set and mount them to my existing door panels?

I assume you have a 97/98 and are talking about the door pockets on the inside-front of the doors of the newer trucks? I'm sure these are a separate part, but it's been awhile since I've had mine apart to remember. No idea if they could be removed from a 99+ door panel and installed on one that was without.
eFarmer......I just looked in the parts book I have, and it showed 2 wiring harness for the dash cluster for the 99 up model years. One for power accessories and one without. IT is how it runs the plugs. I would say, fairly safely, that your 2000 base, does not have the underdash wiring necessary for any power accessories. Cruise is okay, as it can be added by the dealer, as well as fog lamps, usually. Everything is not plug and play. The wiring plugs on earlier models are different than the 2000 up.
Headlight switches, heater controls, dash cluster, etc all have different plugs and will not fit. I had to swap my steering wheel connectors had to be swapped to fit the 2000 Gator strg wheel and Ford air bag I used. I really hate it on ebay when people list thing fitting 97-03, when they don't fit all the years.
AK, 97 and 98 used a different clock spring from the 99-2003. I ran in to this and the 97\98 has locating tabs on it that are different from 99 and up. I forgot all about that. You are right though. Looked it up and clock springs are listed as with cruise and without but the years for use isn't listed, rockauto. The manual only shows the clock spring circuit with cruise control. I also think you've identified another of my trucks mix of 98 and 99 parts because I definitely have the plugs under the dash. The 99 wiring manual only shows different plugs between what's common on the CTM and GEM modules for the GNC trucks.

The power went out at work 6 minutes after my last post. Right in the middle of an install when it happened too.... I plugged it in to the generator and finished it up, then left. I am shocked at how many trees are down, roofs are torn up, fences knocked over.... It was measured at 90 mph in Bountiful, which is just north of SLC. Luckily, the wind seems to be breaking up at the mountain between my house and SLC. It's not too bad here. We did get snow in the mountain last night too....
