Doesn't the door handle do the same thing?
My manual says:
Illuminated entry
The interior lamps illuminate
when:
• either front door handle is lifted
or
• the remote entry system is used
to unlock the door or sound the
personal alarm. See Remote
entry system for more
information.
Also, is adding a keypad on option for the 97s? There is nothing about them in the manual.

The illumination appears to be by design, though I don't know what the engineers could have been thinking. 
EDIT: I guess it would give the owner the ability to see into the vehicle and determine if anyone was lurking inside before making entry. In my opinion, this would have been better as an operator-set option like remote unlock first-press "driver-only" or "all" unlock.

edit: go back and look at the link I added to find the wiring diagram. The solid blue power wire going to the keypad. Maybe disconnecting that will break the circuit needed to illuminate interior lights?
Since the GEM is the timer for the lights, I'm sure that the light engagement can be turned off thru that. It would take the dealer or someone with the correct scanner/reader, but this should be like any other Ford programming. I'm not sure if Forscan can do it, but the old IDS should be able to do it.

This area is where Matt of Winder Towing frequently finds customers. This pisses me off... it will eventually shut down motorized vehicle access.

Well, I think they will. They said the graffiti matches some Las Vegas work they've seen in the past.... and somebody also took pictures of the Jeep that was ramming the Hobbit House that was destroyed. I think they believe there is a connection there.
