You don't need twins to hit that mark, 8 bolt crank, Manley pistons and rods $1000, new set of stock heads will flow that $850, have ibd2328 fab up your exhaust, build engine, bet you could get it done cheaper than 7k. Find a used 8 bolt engine and get started! They're dime a dozen.

It would be a lot more cost effective to do a supercharger, plus it will give you less headaches. You can easily hit those figures with a sc. You'll definitely need a built tranny figure 3.5 grand for a good one. Figure 3 grand for a lightning sc setup. 4.5 grand for a built engine. If you can settle for hp numbers slightly below your goals you can use the stock engine with a supercharger saving yourself 4.5 grand. Even 370-390 rwhp is fn fast enough to kill a lot of fast cars on the street.

So that $4200 motor,a good sc,long tubes, exhaust, tuner and other bolts on would probably get me to my goal?
