Ummmm the DOT, the EPA. Your state may not have any smog or emissions testing in place but you can be sure there are state laws that prohibit you from doing so.

I think you are just throwing out alphabet agencies now. I am fairly sure the DOT does not care if your car has catalytic converters, but I am happy to be proven wrong.

They can and will enforce it. For DOT and most local law enforcement agencies, emissions stuff is usually something they’ll hit you with to add to the fines you’re already incruing for other stuff you have wrong or if they think you’re being an a-hole. It’s almost never a primary reason for pulling somebody over but they can all fine you for it

Everyone talking about smells from no cats, the only time I ever smelled anything was when the cats started dying on one car, got a rotten egg smell until I gutted them, at which point it went back to not smelling like anything at all.

Engines sans cats only smell when they're poorly tuned and/or burning oil.

DEQ is the responsible agency for cats being on vehicles.

I removed the cats from my old Mustang and never had an issue with smell in the car. It actually smelled better IMO and e85 smelled a little sweet lol.

Talk to the producers of the show "Pimp My Ride". They were sued by the Fed for removing required Airbags from cars during the customization process.. Plus many states (N.Y. and CAL for example), if you are driving thru the state, even if you are not a resident, and you get into an accident. They will go thru your car and search out any federal or state safety and emissions violations and will ticket you accordingly. Virginia will ticket you for illegal window tint if you get in an accident, even if the vehicle is registered out of state.

I spend enough time tuning my vehicles to know what smells they are giving off. I also drive with my windows down a lot, you're going to get a whiff because of the drain holes in the resonator and muffler.

Ah, poorly tuned/leaky engines, got it. Haven't had those issues since I was a teenager. Even my Escape had great compression when I sold it at 250k miles.
