First of all, you're limited to using a good pump from one of your other trucks if one is '87-'89. Fix the tank that doesn't work and I'll bet it will run great on that tank. The other tank pump isn't putting out enough fuel to keep the reservoir filled, so the frame pump doesn't have anything to pump.

It happens to me regularly. My pump is going out, I can tell. I also run my truck very low on gas, sometimes out of gas. It sucks not having a gas gauge.
