I just checked the IAC and TPS and if I did it right the IAC is showing proper volts and ohms. The TPS however is showing nothing even when simulating wide open throttle (key on engine off accelerator fully depressed).

When it says connect one end to terminal and one to IAC body are they referring to battery terminal and any metal part on the IAC? I am also never sure on what value to set the ohms or volts on with so many different choices is it 20k, 200, etc...help on this would be great!

20k iac needs to be checked with ohms while unplugged.. The volts test was just to see if the pcm is sending a signal.... But your tps should move!! Start there first

Measure across the iac terminals with ohm meter to check it... To check power going to it connect - to the ground wire on the harness and + to harness also... If you use a ground from the car you might have a short in your ground wire and it wont show up.."not a true reading"

And did you check resistance on the iac?

No, you have to disconnect the harness and check the iac itself for resistance.. Switch to ohms and touch the 2 prongs on the electrical tabs on the iac not the harness
