According to my notes, you should have the following:

Key position:
RUN/ACC: At least 10 volts on BK/LG wire
RUN: At lease 10 volts on R/LB wire
START: At lease 10 volts on GY/Y

Does your indicator light on the dash come on at all (any of them for 4wd)?

EDIT: For the beans of it, I'd do this testing with it in Neutral.

Yes I get the light in the dash. The front end engages. Just no power to the t-case

Should be like that any time the key is in that position. The relay is activated by ground coming from the GEM.

I check from the front of the pigtail with it unplugged with the key on and the only power I got was the 2 green wires and the black and white and pink and blue. With the switch in

I'm going to order the new relay tomorrow since none of the part store have it and ford will probably have to order it. I'm really hoping this will fix it. If not i guess it's the GEM module
