Would that mean the hubs are bad or the actuator just isn't engaging them??

Put the truck in fourwheel drive and drive slowly forward and have somone look to see if drive shaft up front is spining. if so the transfer case is not the problem nor the motor. it has to do with your front not engaging, could be bad solenoids on the fire wall, vaccum lines or front actuator.

My 2003 XLT 4.6L manual/manual engages and functions properly, however sometimes the 4WD light stays illuminated after disengaging. I've tried driving forward and backward in 2WD and shutting the truck off briefly. Shutting it off and letting it sit for 15-20 minutes or so fixes the problem. Not really a huge deal, just somewhat annoying. Also, when I bought the truck, I noticed this on the test drive. Mentioned it to the dealer's mechanic, he believed it to be a faulty sensor and replaced it, but the problem still remains.
