I bought my truck used and it was messed up when I got it so I assume it was done by the previous owner or the oil change place. I bought it used from a dealer not the owner so I don't know who changed the oil.
I think the angle of the oil change bolt and the size of it, cause it to get rounded off real easily on those trucks and anyone can do it because if it is too tight, you only get one chance before it rounds off if you do not use a metric closed end wrench (which I bought for the purpose).
The new bolt fit perfectly and was easy to tighten with a closed end metric wrench (the proper tool), and I made sure I did not mess it up or tighten it too much. Do not over tighten the bolt, as the plastic gasket on the bolt seems to weld itself to the pan under heat and pressure and you've got drama removing the bolt.
The rounded bolt thing will never happen again with me, I promise. Proper tools are essential and you can buy a full set of GOOD closed end metrics at the auto parts place for under $20.00 and you will use every single one of them over and over again.

Sh*t! What the f**k is that thing?
LOL
Sorry, I know it's not funny to you.
But damn!
I have no idea what that is, never seen anything like it in my life.
It looks like they hammered some type of plug into the oil pan.
Dude, you have my sympathy.
I wish I could help.
You could get one of those manual oil pumps from Lowes and pump the oil out from the dipstick hole, change the filter, and refill. It costs about $40.00.
The only other option is to replace the oil pan. Not too bad provided the bottom of the engine is not messed up somehow.
No joke, that's totally messed up.
I have seen it all now.

use pliers/vise grips or whatever you have to, to get it off and replace it with a new one....

if the threads are messed up you could get the next size bigger and tap it out
