for real? thats ridiculous. where do you live? in oklahoma are cops are pretty cool i guess. my buddy used to have heads, fogs, grill lights and the four on top and to my knowledge he was never pulled over for them (he never ran the top ons till he was off roading) and i converted all of them to hids for him then being the idiot that he is, he rolled it during a snow storm. lol
Since you're bringing up the switchbacks.... How would you install these? ...Don't over think this question, I understand how to install the bulb. Rather I am wondering if you had to install a load resister or if you simply replaced the flasher relay with a low voltage one?

in hulbert. about 10 minutes from tahlequah.
Since I don't currently have HID's all would need to do is pick up a set of ballest right? What kind of bulbs do you have running in it? 35 or 55 watt? I think I saw 35 in a previous post?
one final question, what powers the projectors high low function? I see you had to run a couple wires through the back of the headlight, what do they connect to?
