What to do here
If they aren't willing to deal then I would move on. As stated, there are so many F150s out there that you may be able to find something with more options/less miles for a better price somewhere else.
I had been looking on cars.com for about 3 months before I found one I was interested in. Found a '13 FX4 5.0 Screw with 5.5' bed, appearance pkg, spray in liner, MFT w/nav and Sony audio, sun roof, and 45k on the odometer that the dealer had listed for $31.5k. Told them I wouldn't take it unless they dropped to $28k BEFORE trade in value on my '06 Silverado as the truck was a want at that time, not a need. Of course they declined until I got up to walk away and said that's fine, it's been on your lot 9 months already (it was a dodge dealership, even though they also owned a Ford dealership about 30 minutes away) and isn't your main brand that brings people into this dealership, so have fun paying the taxes on it at the end of the year when it's still sitting on your lot (it was December 20th). At that point the salesman got his manager who begrudgingly dropped the price to $28k and the proceeded to give me an additional $5k for my bare bones 4x4 Silverado with 187k on the odometer.
Moral of the story...shop around, play hardball and don't give in or settle, and you could end up with a $32k truck with more options than you would ever need for $23k...

Like other have said, don't settle. If they don't wanna bend, walk. There's other trucks to be had. I've mentioned it before, I looked for a year on an off. I even almost settled on an XTR, glad I walked. Unfortunately it was from a good dealer who I've delt with on my previous truck.

The red flag to me would be the dealer, not how the previous owner treated the truck. Up here, at my Canadian dealer, being 2-3 years old with low miles, that truck would not leave the lot without those items repaired. Isn't that why you purchase from a FORD dealer?
A few things I notice from the add;
*they list RV camera as an option, but it don't work.
*the broken cables are a safety issue
*What gear ratio? 3:55 or 3:73 (add lists both)
*Wheels, add says 17" but the pics show 18" (not a big deal, but)
* you mentioned that little latch for the top console is broken. Go check out the price for that. Don't be surprised that you may need to buy the whole top of the console.
Go get some real pricing on those repairs, and take that into consideration of your offer. If it don't feel right, you need the power to walk away. If these guys are not willing to make a deal, there will be another truck for sale tomorrow.

And I offered 26k today with the same for my trade and when I asked them to include fixxing the camera he balked and said they can't come down to 26k and pay to have the camera fixed. I don't get it but whatever I'm gonna keep looking. Seems like they just want someone to come in and buy a broke vehicle no questions and that ain't gonna be me plus he also claimed they'd just sell it at auction since they've had it 3 months for 27k as is, almost made me laugh out loud. Dealers.
I mentioned it yesterday on one of these threads. That I pulled in to see a 2018. It was okay, not as big a difference from the 15+'s that I hoped for
There was a demo model 2017 Lariat Fx4 ecoboost, loaded with I believe 7,000 miles. Looked good and was open so I sat in it. Besides being filthy it smelled new still.
They had a big $40,000 dollar price tag on it. Sticker was $58,000 new.
Now they had a 2014 lariat loaded with 20 something thousand miles (I forget already), but that was $37,000
So it proves when they really want to move something, they can.
I'm also very glad I saw that 14. I have more options on my 2014 Fx4, with 39,000 miles and I'm getting letters offering me $22,000 for my truck and what a great offer that is...
That's a bunch of b.s.. My truck needs nothing, other than tires. I keep it perfect.
Even if they sold it for $35,000 that's $13,000 over. Minus whatever they would do to prep it, that's at least a $10,000 dollar profit.
I'll say one thing, our trucks hold there value more than ever it seems.
