As for the hitch I read that some places don't allow a ball hitch? What would be the best option?
A clevis

What rating in lbs should the hitch be rated for, is there a rule for that?

No, but I'd recommend 10k. The straight ones hold up better, but I've seen guys straighten 8" rise hitches.

Does anyone have pictures of a clevis used as a hitch on there F150? I was thinking of putting the clevis through the ball mount hole but will there be slack or will the clevis pin be snug?

I don't have a better picture right now, but its a solid steel block that slides into the receiver with D-ring

That's how most do it. Straight or twisted clevis doesn't matter. The one pictured above isn't big enough to fit the hook.

It doesn't matter if the pin isn't as big as the hole in the hitch. As long as the pin is strong enough to not break you'll be fine. Once you start pulling the sled that clevis isn't moving

Im assuming you have just a plain drop hitch like this. I would flip it upside down and buy a simple clevis like this to use
A while lot cheaper than spending $60 on an adjustable hitch and $300 on a pulling hitch

Is the clevis pin usually strong enough?

Also I bought the hitch pin at harbor freight do you think it should be strong enough?

That's what I was thinking about doing, I think it's the cheapest option. I don't think I have to worry about the hitch breaking right?
