Had a quick chat with the sales manager today, he claims that piece is part of an alarm system that is brought up while in Finance, as part of the questions most typically decline (underbody protection, wheel/tires hazard, etc).

He claims all cars at the dealership get the device pictured installed as the start of the alarm system (possibly aftermarket), if the alarm is declined - no other parts are installed, but the piece remains. It seems superficial, but the install just isn't very clean, I just don't want it.

I'm not interested in having a separate key FOB, so I do not want the alarm. I've asked if he can simply provide a replacement kick panel, I'll even do the swap on my own, I should have an answer on Monday.

I wouldn't accept anything less than a replacement panel. That whole practice doesn't make any sense to me.

Sounds to me like they had a contract with someone else first on your truck that wanted the aftermarket alarm system and the deal fell through, then they sold it to you. No dealer is going to waste time and money installing stuff just in case someone wants it? look at some of the other trucks on the lot to see if they have it as well

Dealer had a rep drop off the replacement kickpanel at my workplace today, will get the piece installed later tonight. Don't mind doing the install myself.
