Default Using Voice Command and Text Message

I have Sync 3 if that matters but whenever I hit the voice command on the steering wheel I only get options to "Call", "Radio Source - AM/FM, etc." and maybe one other.

It doesn't give me the text option on the screen. If I say "Text" it either cancels or tells me it doesn't understand. I tried "Send Text" and it tells me my inbox is full.

Is there some setting I have wrong?

From the phone screen I just tap Siri then say "text wife" she responds with " what would you like to say to wife".

Another option is to turn on "hey Siri" on your phone. When your phone is plugged into the USB port you can just say "hey Siri, text wife" and she will reply.

on my wifes sync 2, she claims with her iphone 6s, she holds down the steering wheel phone button longer than just to make a call and siri comes up.
