Default Tailgate step addition

Have a 2017 without the tailgate step. I've seen the step kit for sale itself. Can it be added to the standard tailgate by just changing out the top plastic cover or do you need the whole tailgate & step?

I installed the Amp tailgate step on my F150, I like it, folds down easily and folds back up easily. Easy to install and easy to use, sturdy. Price isn't bad at all, about $230.

For the cost of the step, I don't know why Ford even makes these trucks without the step. I didn't think much about the step, but now that I've used it, I wouldn't buy one without it.

I have the factory installed tailgate step. I also have one of these Tire Steps.
Amazon Amazon
Makes it a cinch to reach into the bed of the truck from the side, or reach the top of the topper to put something on the luggage racks.

I was told that by a Ford employee, but in my search, very few have that option, and building one was giving up too many big discounts.

1) Adds weight. For some, they want every pound of payload they can get.

2) Cost. Everything costs money. People bitch and moan about every option that they have to get.

3) Stripper pole. Many don't want it even though Ford moved it from outside to inside the tailgate.

I thinks it's Ford's way for the purchaser to step up (see what I did) into a more expensive trim level. You want a tailgate step, next trim level up. You want LED stuff, two trim levels up. From what I've heard as each trim level goes up, the profit margins go up,
