Sync 3 Updates and Android Auto
I have an '18, but had the same issue today. Android Auto wouldn't pop up when connected with USB even though it worked before.
I went into blue tooth devices on the car system and deleted my phone. Paired again and it worked.So try that if you haven't yet. Make sure to look for 'allow' prompts on the phone. I think there were two or 3 prompts I had to allow.

I can confirm my settings menu and about sync show Sync 3 version 3.0. I went ahead and ordered the USB hub upgrade anyways. No big deal for $35. I hope this miraculously helps even though I feel like it wont have an effect. Another thing that struck me as weird and I failed to mention was when I upgraded my sync via USB it took a few hours. When it was done I was under the impression it left behind a file to upload to the Ford website but that wasn't the case. Maybe something happened and it wasn't fully updated to 3.0.
When I get home on November 7th the USB hub should be waiting on me and I'll install that real quick and see if that helps. If not I have a Ford tech waiting on my call, he said he could remote into my truck via the Wifi and let me know what he see's. Been in good contact with him for a while so he is sympathetic to the cause. Deep down I feel like I have a bum APIM. Time will tell and I promise to update to the fullest.

Do you mean we can use Android Auto wirelessly? If so, what are the requirements? Mine disconnects when the usb is unplugged in my 2018 w/ Sync3 3.0. Therefore I seldom use it.

Finally back guys, little update. I installed the new USB hub Tom321 recommended. It did do some new stuff when I plugged it in. It recognized my phone and synced some data from it. Not totally sure couldn't find anything new. My phone prompted for allow data access which was great. Still no Android auto. Spent about 6 hours on the phone with various ford techs and finally got a great guy named Tony to recommend to just go back to the dealer. Got some classes for work this time home so won't be able to drop it off until November 18th. They are going to look at it ASAP Monday and most likely order a new APIM (their choice and words not mine).
I personally don't think it's the APIM but at this point I dunno what else to do.

Another tid bit. I finally got the XML file off my USB but having trouble uploading it to Ford. One tech said that if I didn't confirm update on their website their "system" wouldn't tell my truck it's okay to use Android Auto. It's a long shot but at this point I'm grasping at straws.

Tom I think it was definitely part of the issue. It did some new stuff I had never seen before. My heart jumped, skipped a beat and I even said one of those "alright baby here we go" lines, haha!
I'm sure the Ford tech asked these questions, at least I hope he did...
What phone do you have? Also do you know what version of Android you're running?
I'm leaning towards a setting in the app itself... There's gotta be something not switched on
