Default Hdpp mpg

Why is the MPG of the HDPP(7850#) with the 5.0 and 3.73s 14/19 yet a a similarly optioned 7050# f150 with 3.73s is rated at 15/21? That is a significant difference, why?

For the previous generation, the HDPP included 2,400 lb capable wheels (heavier) and Load range E tires (heavier). My tire and wheel combination weighs 100 lb each.

Even with the thicker frame it probably only adds about 100 to 200 pounds more weight, I cant see that making much of a difference.

I wonder if the hdpp is just properly rated where as other versions of the f150 all have the same mpg regardless of rear end ratio.
