why so noisy
Not according to Ford. Has to be done w/ minimal pressure working against the pump. Flushing the system is also advised. Broken down fluid tends to foam up from the pump action and after which, is hard to get rid of the air. I'm just the messenger. If I was making this stuff up, it would be a lot more exciting! Something like,"While standing on one foot!"

You can try what alldata says to do....but that will only work if it is caused by air in the system, which more often than not is not the cause.
I've tried everything on my 94, Completely flushed the system, so fluid in pump was sparkling and purged air from system but changed nothing. Air in the system will make your pump noisy, but that is not why many of them are noisy.
I believe that once they start being neglected and by that I mean fluid gets dirty and often low and ignored until noise becomes a nuisance....I think by then it's too late, the damage is done.
These pumps are problematic and that is why many guys have decided to do the swap. The Saginaw's are much better pumps and most guys will state that power steering has improved. Not sure why they were used in the vans and not out trucks.

i have flushed the system with fresh brand new fluid cause when i bought the truck in '05 it was black like the trans fluid. so i flushed every fluid on the truck, including p/s and still makes the same noise as it did before the flush
So if you complete the proceedure mentioned, and you had air in the system, it will help rid the sound. If you ran the fluid way to long before flushing & changing & the pump has been damaged internally, your pooched! But flushing won't purge air! The 2 vehicles I did it w/, the initial fluid was dark & smelled burnt, but it still worked.

Geese, those Ford guy's that wrote the Tech bulletin probably just have too much time on their hands & a ****ty sense of humor. "Look at those guy's puttin their front ends on blocks, they fell for it!!" Your right, what was I thinkin? Just turn up your radio!! The pump is underengineered for intended purpose, mostly to do w/ function w/ twin I beam suspension but.........nevermind
