The plate doesn't come with the vehicle. The plate belongs to the owner. Man, California does some weird crap.

Michigan does same thing, thought this was normal. The plate doesn't go with the car. Also allowed to drive a vehicle you just purchased home without a plate on it legally.

wouldnt you just transfer the title and buy a new plate for that state,

besides that az has some weird laws as well, i sold a car and then about a year later bought it back, when i sold it the plate wouldn't transfer, and then when i bought it back thought i would save a few bucks and use the old plate, but nope had to buy a new one.

i almost bought a truck from Washington (i live in Oregon) i would have taken the plates with the vehicle and just had the vehicle registered in Oregon, so an extra like $80 ontop of the title transfer $77

In this state, you do not give the plate to the buyer. The plate is yours for use on your next vehicle.

In Wyoming you dont give the plates up either. I sold my last truck to a guy in Arizona and he refused to send me back my plates so not only did I lose my personalized plates but I had to pay extra to go get new ones.
