Out of state plates

I believe in MD and VA the PO returns the plates to the DMV. I'd guess your local DMV has a whole section or FAQ devoted to this sort of thing on their website.

in NM - you don't give the plate up either. when you sell it, you right there and then remove the plate. don't feel sorry for the buyer - it's his responsibility to put a new plate on!

Yes, the plate comes off when sold or you are responsible for the car while they are drivin it. If you're not getting a new car soon you have to turn in your plate to the DMV or your license may be suspended, but when you do get a new car you still have a plate on file.

Exactly. Either way, check with your DMV and find out what the proper procedure is.
