possible linkage hanging up? spray linkage and work it around, or possibly a problem with that gear in the transfer case.

Is it Push Button or floor shift?

You have to be in Neutral with your foot off the brake for it to go into low range

Does it shift into low and does not move or cant you get it into low? You probably have the new process tcase, try to find a schematic and you might find why it wont go in.
