I remove the POS terminal for 5 mins. minimum and touch it to the NEG to flat line the system before hooking it back to the positive post. To clear and rebuild the KAM (Kept Adaptive Memory) That's what my Ford code reader manual suggests. (This is for OBD1's, not OBD2's)

From a circuits standpoint removing either cable will have the same result, though if you accidentally ground your tool off of the negative post you will have less fireworks.

If either side is disconnected you can touch the other terminal with the cable and not short out. If you have air bags this will discharge the capacitor that fires the bags without damaging the system. That is the only way to disarm the air bags to prevent accidental firing.
