The lights coming on have nothing to do with the starting. The lights come on in the on position, it starts in the start position, 2 different positions. Try the ignition switch, not the key, the electrical ignition switch. Sometimes the rod that acutates the ignition switch doesn't pull the switch enough either. Pull out the switch and try it by hand. Remember, the switch, not the lock cylinder.

Did you adjust the neutral safety switch correctly? Try starting it in every gear position and also hold the key to start while you move the gear shift through all positions. Keep your foot on the brake.

My wiring diagrams are showing start wire through the #11 20A fuse, check that.

Looks like you are going to have to do some testing for voltage. You can use a test light or voltmeter. Check for power at each item in and out. These are in order. Key must be turned to start.
Ignition switch-white/pink stripe or red/light blue stripe: start wire out
fuse #11- test each side
clutch position switch- in, same color as above, out, red/light blue stripe
starter relay- in, red/light blue stripe

You can start checking from the relay and go backwards also, I would check the out wire from the clutch position switch first.

I need to edit for manual transmission, so read it again in a few minutes.
