173= oxygen sensor indicates system always rich

I would say to check the fuel pressure first. Engine off, running, bleed down time.

This was the Key on/engine off (KOEO) scan?

Did you warm the engine up to normal operating temperature first?

My first thought would be fuel pressure regulator pooched, except for the "Lean" code.
