I mean, its a ground strap - its for grounding LOL.

I don't know what it is specifically for but they are all important - some will break and immediately cause things to not work.

haha how should I repair or replace it? Do they make new ones like that or do I have to make one?

As long as you have a solid connection it doesn't matter what it looks like. I've never researched whether there are direct replacements.

Seeing something like that would motivate me to check all of the ground straps on my "new to me" truck

likely grounds the radiator to avoid cooling system corrosion

Where does this one go? :/ found another torn off and can't figure out where this one goes. The PO didn't like grounding things that's for damn sure.

Mine goes to the cab just above what you pictured. Ford utilized allot of grounds because they are very important to keep electrical system operating properly.

Just eliminate that broken connection. Take the good longer section, put it in the middle of the shorter side clip and push the clip over it with a hammer. Smashing the good section of strap down somewhere with the loose clip per say.

Yes thats for cooling system corrosion. When I replace heater cores, I always make up a ground wire for them, usually a bare wire with a hose clamp on the fire wall side to the engine block. Electrcity goes to path of least resistance(water.) If you car has crappy grounds, the cooling system will fail much quicker than normal.
