if u absolutely can not get it off then u bent the little finger tabs inside. that tool is suppose to release the little figer tabs. i had the same problem with mine, i spent a few hours trying to get it off but that was bout 2 years ago ( and im way overdue for a filt change to but don't want to do it) and dont remember what i did to get it off. i found that using "Harbor Fright" line removal tools make ur day harder. i had a friend of mine help me and dont remember what he did to get it off. sorry im not too much help but u might go to ford or a lube pros and ask for tips

Be sure to bleed the pressure off the line first. Snap the release
tool on inlet/outlet of the filter, slide tool against fingers, then force
tool in as far as you can.Keep pressure on release tool and slide
fuel line off. I have seen a new style plastic tool with a handle that
might make it easier.

Probably better instructions than what's on the tool package! Maybe try swearing & stare menacingly, but follow these instruction.

okay so what happend was exactly how grilljames mention about bending the finger tabs. one side came off pretty easily but the outlet line would not come off no matter what i did. i ended up cutting the line and rigging up rubber fuel line from where it was cut to the new fuel filter and clamping it down.

Bummer. You've got the stainless lines too. How did you rig that up?

well i borrowed a pipe cutter tool and cut that line then used another tool that widens out the end of the stainless line a little so it grabs on the rubber line then i slid it on and clamped it. then the other end i shoved it on the filter as far as i could and clamped it in front of the little bump part where the other line is supposed to catch. ill take a pic tomorrow and post it

Default Inlet Fingers

I was replacing my fuel filter and at the end of the stainless line it junctions into a rubber with woven wire covered with blue rubber again then the connector to the inlet line of the filter. (All the fuel line on my truck junction like this) When removing the inlet line somehow without me knowing the guts or "finger" in the connector fell out. Now the line won't stay on without leaking. I tried to buy new gut's but they don't go in without breaking I tried 3/8 and 5/16 anyone else have this issue and how did you solve it.

The thing is don't force it, that won't work. You just have to get the tool in just right and it will pop off, or at least mine did
