If you have 3.73 or higher gears taking off wouldnt be an issue... the real issue is stopping.
the problem with the 90s series F150s is they are too light for 2wd to tow anything really without suspension upgrades...
here i cant "Legally" tow a trailer with a car or even dolly a car as it exceeds the tow capacity.... 99% of the places around here will not even rent a trailer to you...and for good reason my truck squats with gas in the tank lol

I wouldnt chance it...the brake system isnt designed for it and if something should fail ,God forbid, insurance wouldnt pay and you'd be liable...not to mention if DOT got involved.... you dont want to be at their mercy it isnt kind in those situations...
