Engine help!
I'm in Texas in a safety and emissions county. I went for an inspection yesterday and failed for to high of NOx. So I seafoamed it and the second time around it failed again. For to high of HC and NOx. I also looked to see the check engine light and it was a code 65, and 45. Both indicators of running rich. So my question is for you experts, is how can I make it run lean, and reduce my NOx and HC emissions? I looked on the Internet bug found no reliable sources, some say use seafoam some say don't. Also some people say do the test when it's cold some say do the test when it's hot I'm confused. Any help is appreciated.

Did you get the truck good and warmed up before you ran it through? When mine required testing I would run it up the road 10 miles and back before. You want it to be good an hot because when the cat is hot is when its most efficient at burning off emissions. For example, one of the functions of the air injection system is to inject air into the exhaust stream to give the cat more oxygen ti help burn hotter.
Clear your codes and see if it throws another fault. If not get it good and hot and run it through. Otherwise your going to have to find out what's causing the eec to through those codes.

Could be something as simple as a plugged air filter. I don't know about Texas but here in Arizona right next door to most IM stations there is a private co. or mobile business that will retest free and garantee it to pass and if you don't have them fix it they can at least point you in the right direction.
