The same reason you can’t get a Platinum with the HDPP. Ford wants you to upgrade. If you want a HDPP, you have to opt for the more expensive 5.0 and 3.5. If you want a Platinum with your Payload, then you need a SuperDuty. If you want Ecoboost power in a SuperDuty, you have to buy a diesel.
The 2.7 EB can Tow 8k. To tow 8k you need Payload. If the HDPP was available with the 2.7 EB I would buy one.
As for more expensive costs with HDPP, you're not making much sense. It it was all all about being more expensive, Ford would not sell the HDPP option in cheap XL trim levels and would sell the HDPP option in more expensive Platinum trim levels. Instead, it is the exact opposite.

Just saying that Ford wants you to upgrade. Want the options, you have to buy a bigger engine. If you want options, you have to buy a SuperDuty if you need more Payload. If you don’t want to tow with a NA engine, you have a $9k option to select.
I for one, would love a HDPP F150 in 502A or Platinum. I don’t want a 6.2 F250 or really an F250 at all. But if there was an Ecoboost F250, I would definitely consider it.

Make sure you know your shift points
I tow 3000 pounds almost daily on my 07 Mark it has a 5.4 in it, when you hit 40 on a flat road shifts into 4th gear and starts at 1000 rpm. 3rd is 2000 rpm at the shifting point. If you frequently go from 3-4, 4-3 turn the o/d off. Ford and Lincoln transmissions HATE going from 3-4, 4-3 frequently. Used to have a 91 Sierra with a rebuilt 350 you couldnt go over 2000 rpm if you tried and it didnt care if shifted from 3-4, 4-3
