It just looks like a serious liability and an invitation to push a vehicle beyond its capacity. I'm sure some people have legitimate uses for stuff like this, and you DO get two more wheels with brakes on them...
...but it sure does look like a Rube Goldberg nightmare and makes me think of cheap beer, missing teeth, and B.O. These are just my biases, yours probably are different.

That bolded part; That's fine, but it's up to the owner of the vehicle to ensure they don't tow beyond it's capacity. Towall would have nothing to do with one of their clients towing more than their truck can handle. There are plenty of legitimate products that anyone can buy which can be used unsafely or illegally if the purchaser decides to be ignorant.
